does it fit the phone with a plastic case?

To be honest, no. This case uses exactly Note 8’s sizes, it can work well if there is just a screen-protector (glasses), but not a plastic case, even the slim version.

But you can always request a custom order for your phone, that will be 2mm wider than normal.
